Job Title: Acquisition Specialist

Location: Doral, Florida (Fully Onsite)

Travel Requirements: Monthly travel to Panama

Job Summary: Zachary Piper Solutions are seeking a highly skilled Acquisition Specialist to join our team in Doral, Florida. This role requires an in-depth understanding of contracting relationships and vehicles, comprehensive knowledge of the CN Portfolio, and expertise in the PPBE process. The ideal candidate will be responsible for various aspects of planning, programming, budgeting, and execution to support the CN Portfolio.

Key Responsibilities:

1. Contracting:

• Possess in-depth knowledge of contracting relationships and vehicles available to the CN Portfolio, including but not limited to GSA/FEDSIM, MSC, AMIC, and NAVAIR.
• Identify other contracting relationships available throughout USSOUTHCOM (SC) and the CN enterprise.

1. Portfolio Knowledge:

• Have comprehensive knowledge of the CN Portfolio, including Project Codes (PCs), authorities (Title 10 Sections 124, 284, and 331), and command relationships both external (SOLIC, DASD-CNSP, Joint Staff) and internal (SCJ36, SCJ84, SCOs, JIATF-S, and components) to the SC enterprise.
• Understand USG Law Enforcement Agencies (DOS-INL, DEA, FBI) and policies/directives issued by DASD-CNSP.
• Possess working knowledge of other authorities that might supplement CN authorities, such as Title Section 333, Title 22 FMS, FMF, and IMET.

1. SC’s PPBE Process:

• Have working knowledge of the SC’s PPBE process.
• Identify opportunities to influence the PPBE process specific to each phase (e.g., Planning Phase – Integrated Priority List) and associated timeframes.

1. CN’s PPBE Process:

• Possess in-depth knowledge of the PPBE inputs to DASD-CNSP by phase.

1. Planning:

• Review the President’s National Security Strategy, the SECDEF’s National Defense Strategy, the CJCS’s National Military Strategy, the Defense Planning Guidance (DPG), and Framework.

1. Programming:

• Assist in creating POM inputs, detailing proposed programs with a time-phased allocation of resources.
• Ensure POM inputs facilitate the achievement of DASD-CNSP mission objectives within fiscal constraints.

1. Budgeting:

• Provide support/inputs for the Budget Estimate Submission to the CN Portfolio Manager and DASD-CNSP as needed.

1. Execution:

• Create spend plans capturing requirements in accordance with DASD-CNSP’s approved POM submission, budgeted through the President Budget Request, and controls.
• Identify excess funding and unfunded requirements to the CN Portfolio Manager and provide inputs for realignment/reprogramming memorandums.
• Assist in creating PMR slides, reviewing funding adjustments, spend plans, monthly execution, and quarterly execution spreadsheets.

Qualifications:

• Proven experience in acquisition and contracting within a similar environment.
• Strong understanding of the CN Portfolio and related authorities.
• Expertise in the PPBE process and its phases.
• Excellent planning, programming, budgeting, and execution skills.
• Ability to travel to Panama once a month.
• ACTIVE TS/SCI CLEARANCE

Compensation:

•       $100,000-$125,000 **depending on experience**
