The Opportunity:

The Instructional Systems Designer will serve as a member of the CACI contract team supporting U.S. Air Force (USAF) Headquarters, Air Education and Training Command's Future Operations Division (HQ AETC/A3X) in the Directorate for Operations and Communications (HQ AETC/A3/6) at Joint Base San Antonio Randolph in San Antonio, Texas. As an Instructional Systems Designer (ISD), you will blend traditional instructional design expertise with emerging AI-driven tools to create dynamic, data-informed, and adaptive learning programs. Work closely with a diverse team including project managers, SMEs, programmers, and multimedia developers to deliver results-aligned, competency-based training. You’ll help modernize Air Force education through the use of AI-enhanced authoring systems and cutting-edge instructional technology.

Responsibilities:

  • Apply both qualitative and quantitative methods within the Instructional Systems Design (ISD) framework to develop innovative, blended, and online training solutions.

  • Utilize Instructional Systems Design, Interactive Multimedia Instruction (IMI) instructional design, and curriculum development at the post-secondary, or equivalent, level and applying the ADDIE methodology to the full life cycle of course development.

  • Develop learning content in Articulate 360, Articulate Storyline, Photoshop, CorelDRAW, Adobe Captivate, Adobe Creative Suite, Lectora, or other Commercial of the Shelf (COTS) authoring software.

  • Design and develop instructional content leveraging AI tools and technologies to enhance learning experiences.

  • Collaborate with subject matter experts to integrate AI-driven insights into instructional design processes.

  • Evaluate and implement AI applications to personalize and optimize training outcomes.

  • Ability to read, interpret, organize, and synthesize source material into well-written, concise learning products and ability to develop strategies for on-line learning.

  • Ability to convert training materials for IMI using current software/technologies.

  • Develop training content compliant with Sharable Content Object Reference Model (SCORM®) and Section 508 of the Rehabilitation Act of 1973 and Test IMI Alpha, Beta, and final SCORM packages.

Qualifications:

Required: 

  • Must be familiar with USAF Learning Management System (LMS) and Air Education and Training Command's courseware development processes with emphasis on USAF readiness training and security cooperation

  • 4 years of experience as an Instructional Designer or bachelor's degree in Instructional Technology/Design or closely related field in lieu of experience; and 3 years of experience in USAF MAJCOM and/or HQ Air Force staff officer experience.

  • Current SECRET (NATO) U.S. Government security clearance or ability to acquire a SECRET clearance.

  • Use ISD principles to plan the analysis, design, development, implementation, and evaluation for multimedia and traditional training systems developed for technical and readiness training programs.

  • Must provide copy of portfolio clearly demonstrating required skills to include examples of instructional design work, eLearning development, multimedia or interactive content created and documents providing evidence of writing style.

Desired:

  • Hands-on experience with AI Tools (e.g. GenAI, natural language generation, intelligent course authoring platforms) applicable to the design and development of interactive multimedia instruction.

  • Ability to serve on teams with demonstrated strong written and verbal communications skills and strong attention to detail skills.

  • Served as an in-residence and/or online instructor.

  • An understanding of competency-based assessment, learning, and development.

The proposed salary range for this position is:

$67,100-$141,000
