Qualifications - Bachelor’s Degree in a related field or the equivalent combination of training, education, and experience

- Experience with transforming talent acquisition in partnership with key stakeholders
- Advanced experience in the full spectrum of life cycle Recruiting processes and related practices, regulations, and systems as well as evolving Artificial Intelligence (AI) tools

- Advanced skill demonstrating thought leadership in providing vision & strategic thinking

Responsibilities - Provide talent acquisition consulting and expert advice to key stakeholders across the enterprise
- Partner with key stakeholders to develop the long-term strategic direction and roadmap for the future workforce
- Direct the development of TA delivery strategies and resources to support the evolving staffing models aligned to business line future staffing needs; ensure measurable success in the quality, quantity and diversity of hires to meet mission needs
- Leverage and interpret data and market analytics to influence and inform sourcing strategies
- Pro-actively identify labor market trends to optimize talent community outreach
- Lead employer brand programmatic and campaign strategies to cultivate a diverse talent network
- Monitor recruiting metrics to assess recruiting health and to identify delivery opportunities
- Oversee the proactive guidance and consultation to business unit leaders to create internal and external TA delivery strategies, while ensuring alignment with business requirements and building a pro-active pipeline of talent to support the business unit’s future hiring needs
- Leverage technology to drive talent acquisition delivery outcomes and partner on identifying additional tools to elevate processes and experiences
- Identify, develop, manage, and select recruiting resources and media (e.g., NFO, social media sites, networking, advertisements, job fairs, direct sourcing, broadcast media) to ensure maximum impact and effectiveness of our employment branding and recruiting activities
- Collaborate with Procurement in directing and negotiating with delivery and branding vendors regarding contract provisions, pricing, and quality of service
- Partner on community outreach efforts with educational institutions, professional and trade associations, public employment services, community workforce development initiatives and other organizations
- Assist in the development and implementation of internal controls; determine adequacy and effectiveness of applicable policies and practices
- Guide management to ensure policies, procedures, and employment laws and regulations are being applied fairly, equitably, and consistently
- Contribute to a culture of collaboration by actively working across business lines and cross functionally, communicating knowledge and business processes
- Lead a team of Talent Acquisition delivery professionals to enhance performance and deliver on the attraction of top talent to Navy Federal
- Transform practices and technology in partnership with team members
- Provide coaching and development of team and ensure a world class talent acquisition operation
- Create a team of talent advisors who are sought out by the business for advice and insights that lead to achievement of business goals
- Partner with Internal Mobility and Military Affair programs to enable a robust future pipeline of talent areas across diverse talent communities
- Perform supervisory/managerial responsibilities
- Ensure adequate/skilled staffing; select employees
- Establish performance goals and priorities
- Prepare, conduct and review performance appraisals
- Develop, mentor and counsel staff
