The Opportunity:

As a Basis of Estimate (BOE) Lead, you will be crucial in developing accurate, compelling, and compliant estimates and strategies for new business opportunities within the US Federal Government space. Collaborating closely with capture, technical, operations, and other functional teams, you will develop work breakdown structures and staffing solutions based on technical approaches from design through sustainment.

Preference to local candidates in Northern VA.

Responsibilities:

  • Develop and implement labor estimating strategies for mid to large-scale proposals (>$250M).
  • Analyze solicitations and communicate estimating requirements across the proposal team.
  • Collaborate with solution teams to develop work breakdown structures and estimating approaches.
  • Develop estimating methodologies (bottom-up, parametric, or analogous estimating) including cost and non-cost data sources for each estimate.
  • Perform quantitative data analysis, including the creation of cost estimating relationships.
  • Utilization of estimation software and tools (e.g., Excel, SEER tools)
  • Lead the development of BOEs and associated proposal deliverables.
  • Collaborate with cross-functional teams to ensure timely, compliant, and competitive proposal submissions.

Qualifications:

  • Bachelor’s Degree in Engineering, Business, Finance, or a related field from an accredited institution.
  • 10+ years of experience in the US Federal Government space, with a proven track record in labor estimating.
  • Demonstrated ability to lead cross-functional teams and manage multiple tasks in a fast-paced, deadline-driven environment.
  • Expertise in estimating principles, financial management concepts, and estimate development.
  • Proficiency in estimation software and tools (e.g., Excel, SEER tools)
  • Strong analytical, critical thinking, and financial acumen skills.
  • Excellent communication and presentation skills, with the ability to convey complex information to diverse audiences.
  • Ability to work independently and collaboratively, interfacing with stakeholders at all levels.
  • Must be a US Citizen with the ability to obtain a security clearance.

Desired:

  • Active TS/SCI security clearance
  • Experience in C3 and Space is highly desirable

The proposed salary range for this position is:

$95,500-$210,100
