The Senior Manager of Contract Management (Proposal Management) in the Business Markets/Enterprise Wireless Bid Management team will provide the professional experience, expertise, and technical writing skills required to manage multiple complex enterprise-level solicitation requests for wireless services/solutions from global Enterprise customers and higher revenue impacting matters occurring on an increasing basis. In addition, the Senior Manager will contribute to improving the efficiency of the Wireless Bid Management team with appropriate systems and qualitative skills and provide expertise on the policies relating to the Wireless Bid Management team.

  • Providing overall coordination, leadership, and oversight in developing Enterprise customer RFx responses.

  • Managing proposal response projects, including all aspects of proposal development, including pre-proposal planning activities, kick-off meeting, value proposition conveyance, schedule management, action/issue tracking, proposal structure, compliance oversight, writing instructions and team guidance, review team coordination, and production oversight.

  • Developing/maintaining proposal management-related articles for each opportunity to include kick-off materials, master outline and compliance matrix, schedule, writing instructions and templates, meeting agendas, proposal team contact list, action items, and review briefings.

  • Reviewing/analyzing proposal sections for consistency and clarity, compliance with solicitation requirements, and alignment with proposed solutions to deliver a high-quality, winning proposal product.

  • Collaborating with cross-functional teams (i.e., finance, legal, global integration, management, product, sales, and technical) to obtain adequate resources for accomplishing a high-quality proposal submission in a timely manner.

  • Managing and directing all proposal response efforts to prepare, revise and submit the response, and establish and enforce the proposal schedule. Clarify, communicate, and enforce the roles and responsibilities of the proposal project team members.

  • Collaborating with subject matter experts and other key stakeholders to refine proposal sections to ensure accuracy, compliance, consistency, and reflection of win strategies.

  • Providing ongoing updates regarding proposal progress to the project team, including but not limited to action items, identified risks, section status, and schedule. Identify risks and develop mitigation plans.

  • Facilitating and leading collaborative discussions during proposal strategy sessions at the level required to submit a compelling proposal response.

  • Revising schedule, outline of response, and compliance matrix, as necessary, throughout the proposal life cycle to ensure proposal compliance.

  • Collaborating with third party partners, as needed, for joint submissions.

  • Capturing all necessary approvals for final response submission.

  • Assisting in developing and refining templates and standardized processes to streamline the proposal management process.

  • Counseling internal business partners regarding proposal management and operational compliance matters with significant revenue and other liability exposures.

  • Effectively and proficiently manage and advise Contract (Proposal) Management) Consultants on proposal and/or contractual related items, when needed.

  • Serving as back-up for Associate Director, when required, including delegation of assignments to other members of the team.

What we’re looking for...

You’ll need to have:

  • Bachelor’s degree or six or more years of proposal management, contract management, or sourcing experience, ideally with technology, services and infrastructure.

  • Six or more years of relevant experience required, demonstrated through one or a combination of work and/or military experience, or specialized training.

  • Proven ability to effectively manage and support multiple projects with strict timelines using a high level of attention to detail and executing cross-functional project plans.

  • Ability to effectively respond to changing priorities and articulate logical and persuasive reasoning while leading cross-functional teams.

  • Familiarity with the Association of Proposal Management Professionals Body of Knowledge.

  • Willingness to travel up to 25% of the time.

  • Proficiency with using Microsoft Office Applications and Google Workspace applications.

  • Proven influential and professional verbal and written communication skills to interact with all levels of management.

  • Excellent time management, decision-making, and problem-solving skills.

  • Strong relationship building, influencing, and negotiation skills.

  • Ability to work successfully in a fast-paced, deadline-driven environment, both autonomously and as a team player.

Even better if you have one or more of the following:

  • Certifications from the following organizations:  Association of Proposal Management Professionals (CP APMP, CPP APMP); Project Management Institute (PMP); or National Contract Management Association (CCCM, CFCM, CPCM); Chartered Institute of Procurement and Supply (CIPS), Institute of Supply Chain Management or equivalent (CPSM, CPM), Lean Six Sigma experience and/or certification.

  • Advanced Degree, ideally a JD

  • Experience with the use of proposal collaboration tools.

  • Experience with managing the contract lifecycle process. 

  • Experience with technical writing (e.g., developing customer-facing documents) to include an extensive and ongoing understanding of the ever-changing and evolving wireless industry and emerging technologies.

If you are hired into a California, Colorado, Connecticut, Hawaii, Illinois, Maryland, Minnesota, Nevada, New York, Rhode Island, Washington or Washington, D.C. work location, the compensation range for this position is between $101,000.00 and $188,000.00 annually based on a full-time schedule. The salary will vary depending on your location and confirmed job-related skills and experience. This is an incentive based position with the potential to earn more. For part time roles, your compensation will be adjusted to reflect your hours.
