Job Description:

The Opportunity:

You will provide acquisition support services to the National Archives and Records Administration (NARA) in College Park, MD.

The services you provide will help NARA safeguard and preserve the records of the United States Government and ensure the public’s access to the essential evidence that documents the rights of American citizens, the actions of Federal officials, and the national experience.

As a Contract Specialist you will contribute to the fulfillment of projects and agency objectives and help provide support for 14 Presidential Libraries and Museums, and 18 Federal Records Centers.

**The on-site requirement for this position is five (5) days per week at a NARA facility in College Park, MD**

Responsibilities:

As a Contract Specialist you will provide:

  • Research, consultation, and technical support on agency-wide acquisition related matters
  • Training sessions on selected acquisition processes
  • Acquisition advice and recommendations to multiple technical offices, including strategy and methodology
  • Pre-award acquisition support including conducting market research and drafting: work statements and specifications, acquisition plans, cost estimates, D&Fs, J&As, memorandums, quality assurance plans, solicitations, and price/cost analysis
  • Source selection support including assisting with drafting source selection plans, assisting with consolidating the Government’s source selection and decision, and drafting award documents
  • Post award support including contract administrative support, modifications, and contract closeout support

Qualifications:

Bachelor’s degree from an accredited institution and a minimum of five (5) years of experience in all aspects of Federal Government acquisition and program support including:

  • Demonstrated experience performing acquisition management reviews and analysis
  • Demonstrated experience preparing requirement documents such as performance-based work statements, SOW’s, etc.
  • Demonstrated experience supporting interdisciplinary functional acquisition teams
  • Demonstrated experience preparing pre-award and award documentation for multiple types of acquisitions, with an emphasis on service/IT contracting
  • Demonstrated experience supporting source selections and drafting source selection documents
  • Demonstrated experience providing contract management support
  • Working knowledge of the Federal Acquisition Regulation (FAR)
  • Working knowledge in all aspects of Federal Government acquisition processes and procedures
  • Ability to work with interdisciplinary functional acquisition teams
  • Strong oral and written communication skills

$60,100 - $123,300
