Job Description

Zachary Piper is seeking an EW and Electromagnetic Spectrum Strategist or SME to provide contract support to the HQ US Air Force Electromagnetic Spectrum (EMS) Superiority Directorate at the Pentagon. As an EMS Strategist, you will harness your knowledge and experience in electromagnetic spectrum strategies to support mission-critical projects for the Department of Defense (DoD). In this role, you will conduct research, development, and analysis of systems tailored to refine joint tactics, techniques, and procedures within the DoD's multifaceted electronic warfare and EMS domain.

 

Program Overview: AF A2/6 EW

Overarching mission: to seize and sustain dominance in the electromagnetic spectrum (EMS). This is pivotal in ensuring efficient, secure, and uninterrupted operations, all while curbing adversary infiltration and misuse of the EMS. the EMS SME will be instrumental in directing enterprise-wide actions and fostering unity of effort. This encompasses devising and synchronizing multi-domain EMS operations (EMSO) policy, doctrine, strategy, operating concepts, capability cultivation, and planning, programming, budgeting, and execution across all Air Force core functionalities. 

What you will do:

  • Support liaison activities with AF/A2/6, AF/A8, and MAJCOMs concerning Air Force Planning and Program Objective Memorandum (POM) development. 
  • Advocate for and support EMS superiority force and capability development by promoting funding within the Planning, Programming, Budgeting, and Execution processes. 
  • Assume program element monitoring responsibilities for selected EMS-related program elements. (radio waves, microwaves, infrared light, visible light, ultraviolet light, x-rays, and gamma rays.)
  • Work with the Spectrum Integration Group (SIG). 
  • Participate in EMS superiority portfolio analysis and reporting using the Program & Budget Enterprise System (PBES). 
  • Aid in the development of EMS superiority planning and programming options, focusing on scaling, time-phasing, and setting prioritization recommendations. 
  • Contribute to drafting, coordinating, and supporting program element monitor tasks for EMS-related program elements 
  • Develop EMS superiority capability development plans that implement policy, doctrine, strategy, operating concepts, and other DAF guidance. .
  • Support liaison with industry, to communicate research, development, experimentation and demonstration needed to insert relevant technologies into EMS superiority capabilities.
  • Support drafting, presentation, review, and coordination of EMS program requirements with the Air Force requirements gatekeeper and in the Air Force Information Resource Support System (IRSS)
  • Support liaison with the Office of the Secretary of Defense, AF/A5/7 Air Force Futures, and MAJCOMs for EMS-related capability development and requirements. Support coordination with AF/A5/7 to include EMS superiority capability development planning in the Air Force Future Force Design
  • Develop and draft responses, presentations, papers, and reports, as needed, to support communication of EMS superiority capability development plans and actions to stakeholders inside and outside the Air Force
  • Support liaison with MAJCOMs, SAF/AQ, Federally Funded Research and Development Centers, University-Affiliated Research Centers, and the Defense Advanced Research Project Agency
  • Develop and maintain Special Access Program (SAP) access management plans, including HAF-level policy and guidance, in coordination with ACC/A8ZW, to provide SAP logistics support for MAJCOMs

What we are looking for:

  • 2-3 years relevant experience with Bachelors in related field; 0 years experience with Masters in related field; or High School Diploma or equivalent and 6 years relevant experience.
  • Experience in certification, authorization, and use of military systems or equivalent. Telecommunications, Electronics, or a related preferred.
  • Experience designing, developing, and testing radio frequency (RF) and/or microwave systems architecture, components, circuits, or products. Including antenna design, both reflector and array systems, frequency synthesizers, transmitters and receivers.
  • Proficient in the use of desktop or personal computers with associated software (i.e., word processing, graphics, database, spreadsheets, etc.) or other computer products as required by the applicable discipline.
  • Active TS Clearance with SCI
