Job Description:

The Opportunity:

As a CACI Signal Electronic Intelligence (ELINT) Analyst, you will support Special Operations Command Europe (SOCEUR) mission. You will provide mission-critical support to SIGINT operations, and work to improve deconfliction and planning activities through collaboration with Inter Agency (IA), its mission partners, improve centralized command and control of cyberspace operations and synchronize warfighting effects to defend the information security environment. You will assist SOCEUR in its mission to provide tailored technology integrated services to its mission partners for the purpose of countering and deterring current and emerging global threats, improving SOCEUR capabilities conducting advanced analysis of collection and open-source data to ensure target continuity, profile targets and their activities, and develop techniques to gain more target information. Utilizing principles and methods of exploiting foreign communications and communication systems to identify, collect, analyze process, and disseminate information in accordance with established requirements and priorities. Use DNI and DNR analytics techniques and uses this information to development follow-on opportunity and collection requirements. Performs research using open source and classified sources to develop comprehensive baseline profiles of designated target sets. Identifies intelligence gaps and evaluating the intelligence gathered to either tailor current collection or enable new collection to close the gaps.

Responsibilities:

As an EMI analyst  you will embed with SOCEUR, SOTF and its mission partners and tenant organizations, sometimes potentially in hostile, austere locations, providing expert mission knowledge and technical Intelligence expertise that enables the effective integration of intelligence and innovative technology into seamless solutions that help shape both current and future DoD Cyberspace mission requirements. Collect, process, and analyze target communications signals. Operate collection and processing equipment and perform signals and protocol analysis. Perform first-line network and target analysis. Levy deep technical understanding of signal characteristics to determine signal structure, define signal parameters, identify signal content, and model signal behavior within the RF and digital domains. Transform signals between domains and create processing models and scripts. Report technical characteristics of signals and maintain knowledge bases. Support access and follow-on analytic activities.

You will collaborate across the DoD, commercial industry, and academic space to identify and develop technology and capability enhancements that are informed by close collaboration and coordination with the labs, universities, agencies, and industry partners who are on the cutting edge of research and Development. 

 You will support SOCEUR, organizations at all echelons, and work with communities of interest as they deal directly with a wide variety of emerging threats and conduct operations to mitigate those threats.  You will perform expansive cyberspace intelligence analysis to monitor, assess, and report on cyberspace operations, capabilities, and vulnerabilities.  You will use all available capabilities to monitor, track, detect, and analyze cyber threat activities and advise and coordinate actions to develop analytic approaches and recommendations for operational responses to problems and situations for which data are incomplete, controversial, or which no precedence exists.  You will review EMI Operations Tactics, Techniques, and Procedures (TTPs) and provide input to countermeasure assessments.  You will participate in and provide input for exercise planning and execution and contribute to assessments of ongoing operations against Commander’s objectives to inform senior leadership of mission success or failure.  You will develop and conduct briefings to all applicable DoD staff levels, federal agencies, Intelligence Agencies, Law Enforcement, and U.S. Government organizations on the status of cyberspace operations.

  • You will coordinate and deliver technology and capability integration that is informed by a deep understanding of currently deployed capabilities, emerging threats, and the dangers those threats pose to U.S. national interests, based on a detailed understanding of the process required to move technology from research through operational capability to improve the SOCEUR capabilities for its Information Networks to ensure resilient, reliable information and communication networks, strengthen the nation’s ability to withstand and counter cyberspace threats, ensure access to cyberspace, respond to cyber-attacks, ensure continuity of  operations and secure endpoint security.
  • Conduct EMI troubleshooting analysis and provide recommendations for mitigation where needed.
  • Review and tailor EMI mitigations to meet specified performance for all aspects of customer mission requirements.
  • Provide support to analyze new capabilities to monitor, detect, characterize, and geolocate EMI in support of operations.
  • Engaging with the SATCOM COI to support EMI monitoring, detection, identification, reporting, characterization, and geographic location for current and emerging electronic warfare threats.
  • Support activities to maintain situational awareness of capabilities available for EMI monitoring, detection, characterization, and geolocation that can be employed effectively for military operations.
  • Provide assistance for the Government’s revision of plans, policies, and documentation to account for EMI operations and management requirements in support of Government operational decisions.
  • Provide support to correlate technical conclusions concerning methods for meeting EMI resolution requirements, relative costs, and advantages of alternate approaches, lead times, and support requirements.
  • Support activities to develop and review documentation as well as EMI trend analysis and operational deficiency data and recommendations as they pertain to operational management.
  • Provide support to develop strategies to identify, characterize, geolocate, and mitigate non-hostile and hostile EMI in collaboration with the intelligence community and other COIs to ensure freedom of action in the space domain.

Qualifications:

Required: 

  • Current Top Secret/SCI Clearance
  • Master's Degree and 3 years experience or Bachelor’s degree and seven years of experience, an associate degree and 10 years of experience, or 10+ years of relevant work experience.
  • A minimum of 6 years of experience with operational and tactical level intelligence analysis to include general experience in the fields of EMI, TDNA, cyber, SIGINT, targeting, intelligence systems.
  • Selected candidate will have operation and maintenance of the relevant space, airborne, and terrestrial networks, and systems.
  •  A degree in systems engineering related field with a specialization in computer science, information technology, or electrical engineering.
  •  Demonstrated relevant experience with the satellite communications apportionment planning and allocation processes taking into consideration all ground, space, and control networks, and operational control of sub-networks for apportioned satellite communications resources.
  •  Experience with EMI testing and troubleshooting.
  •  Time management skills - ability to work unsupervised, multi-task, and work under pressure in a high-demand mission tempo.

 Relevant military degree programs or completed relevant military training desired:

  • 141 (Navy Intermediate Technical ELINT Analyst),
  • 1N2A (Air Force Intermediate Technical ELINT Analyst),
  • 451/461 (Intermediate Signals Analysis),
  • 452 (Advanced Signals Analysis), or
  • Military Signals Analysis Program (MSAP).
  • You must possess the ability to effectively communicate both orally and in writing.
  • You will be able to provide daily feedback to the team lead, intelligence analysts, and supported unit on product development.
  • Possess strong research, analytical, and writing skills
  • Be capable of effectively operating as a member of an analytical team in support of SOCEUR and DOD requirements.
  • Possess working knowledge of relevant NSA, DNI, DNR, CYBERCOM and DOD and IC tasking, collection, processing, reporting procedures, and communications architecture.

  • applying principles, methods, and applications of communication theory such as signal processing, decision theory, estimation theory and modulation-demodulation.
  • principles, methods and applications of radio frequency signal theory (radio wave propagation, antenna theory).
  • using COMINT, ELINT, FISINT, or PROFORMA analysis techniques.
