Job Description

To lead a group in the development/implementation of applications/systems for the organization and serve as a Subject Manager Expert in the respective domain area. Provide comprehensive day-to-day oversight for design, development and testing in support of Navy Federal applications and systems. Lead and implement new operational, and enhance existing processes, incorporating lessons learned and industry best practices. Ensure compliance with SDLC, Application Development, EA, CCRM, DBA, Data, and Security standards and procedures. Uses best practices and broad knowledge of internal or external business issues to improve products or services. Requires knowledge and experience in own discipline; still acquiring higher level knowledge and skills. Applies specific professional-level functional knowledge to solve problems requiring the identification and analysis of moderately complex issues. Works independently; receives minimal guidance. Acts as a resource for colleagues with less experience; may direct the work of other staff members. Proactively accumulate and maintain knowledge of current and merging/evolving technologies, concepts, and trends. Perform complex/difficult tasks with considerable scope and impact.

Qualifications
  • Experience working with all levels of staff, management, stakeholders, vendors
  • Advanced knowledge of application development including determining, developing, testing, and implementing system requirements; designing, coding, debugging applications
  • Significant experience leading, guiding and mentoring others
  • Advanced skill troubleshooting and resolving technical problems
  • Advanced skill in systems analysis, workflow, or procedural analysis
  • Advanced skill applying innovative approaches to solve technical design issues
  • Advanced skill influencing and guiding strategic thinking
  • Advanced skill resolving conflicting requests and meeting changing requirements
  • Advanced skill designing and deploying new, upgraded and/or existing systems
  • Advanced skill analyzing and organizing problems or work processes for technical solutions
  • Expert verbal and written communication skills
  • Expert organizational, planning and time management skills
  • Expert database and presentation software skills
  • Advanced research, analytical, and problem solving skills
  • Bachelor's Degree in Business, Computer Science or other related field, or the equivalent combination of education, training or experience

Responsibilities
  • Lead tasks including planning and execution for complex projects and programs
  • Identify, analyze, design, and maintain cost-effective information technology solutions that align with technical corporate strategies Advanced analysis
  • Analyze, define and document technical design for data, workflow, logical processes, hardware and operating systems environment, interface with other systems, internal and external controls and output
  • Ensure clear, concise and effective communication of material
  • Prepare test data; conduct unit and string testing; debug code and systems components
  • Maintain and monitor systems/applications after implementation
  • Troubleshoot and resolve application/solution problems
  • Develop and maintain solution documentation
  • Provide overall leadership to large strategic projects or programs
  • Serve as strategic advisor to senior management
  • Conduct research and analysis; make recommendations
  • Lead, guide and mentor less experienced staff
  • Build and maintain relationships with team members, management, key stakeholders and/or external contacts (vendors, etc.)
  • Perform other related duties as assigned
