Qualcomm’s Export and Sanctions Compliance (ESC) department is seeking an experienced Project Manager (PM) to support Mergers and Acquisitions (M&A) activities under ESC senior management direction. The candidate is expected to collaborate with all ESC internal functional groups to execute on established compliance processes and systems. The candidate will also collaboratively work with external functional groups such as Engineering, Legal, IT, HR, Contracts, Sales, Security, Facilities, Procurement, etc.

The successful candidate will be a proactive and highly productive individual with the ability to identify project elements and track them to completion with ESC staff and external groups. The candidate will support key export compliance program elements consistent with export and reexport regulations of the US and other countries where Qualcomm operates. The candidate will work closely with stakeholders and partners to coordinate business processes (e.g., project change management and other communications) and provide updates to mitigate risk and resolve issues.

Job Responsibilities:

  • Work with ESC leaders and other stakeholders to establish M&A and other ESC project goals and prioritize deliverables under minimal supervision.
  • Gather ESC requirements (e.g., schedule and resource forecasting, stakeholder identification, method and frequency of communication, scope, milestones, prioritization) within a cross-functional team to develop project plans.
  • Manage, monitor, and support M&A due-diligence lists, ESC summaries, and integration activities.
  • Create and support repository sites for project materials including planning and oversight of pre and post close action items.
  • Identify key project processes that need updating and help organize them into trackers for management.
  • Facilitate and/or lead discussions with team stakeholders focused on planning and execution of project deliverables.
  • Support management on proactive mitigation of ESC/M&A project issues by anticipating, analyzing, and identifying risks.
  • Develop and manage integration activities, project risk assessments and audit plans.

Minimum Qualifications:

Bachelor's degree and 2+ years of project management or related work experience.
OR
Associate's degree and 4+ years of project management or related work experience.
OR
High School Diploma or equivalent and 6+ years of project management or related work experience.

Minimum Qualifications:

  • 3+ years of experience in project/program management.
  • Working knowledge of US Export Administration Regulations (EAR) including best practices of export controls and sanctions of the US and other countries.
  • Knowledge of key systems including ERP systems, PLM systems, MS Office (Word, Excel, Outlook, PowerPoint, OneNote, MS Teams, etc.), Share Point, Sales Force, etc.
  • Past work experience in high-tech or semiconductor industry.
  • Ability to develop trusting relationships across Qualcomm, including within corporate functions, business teams and external sources.
  • Strong analytical skills, including the ability to manage data from multiple sources and interpret requirements.
  • Strong written and verbal communications skills.
  • Meticulous organizational skills and data handling.

Preferred Qualifications:

  • Familiarity with advanced level of classification concepts (ECCNs, CCATS, EAR, Licensing Jurisdiction Determination, Export Licenses, Encryption and Wassenaar, etc.)
  • PMO, PMP, or Six Sigma Project Management Certification.
  • 5+ years of project management experience or related work experience.
  • 1+ years of work experience in a role requiring interaction with senior leadership (e.g., Director level and above).
  • 1+ years of experience with project management tools (e.g., Visio).
  • 1+ years of experience working in a large matrixed organization.

Preferred Education Requirements:

  • Bachelor’s degree in international business, Business Administration, Management, Computer Science, or equivalent.  Professional Certificate or related experience in Project Management

Pay range and Other Compensation & Benefits:

$120,800.00 - $181,200.00

The above pay scale reflects the broad, minimum to maximum, pay scale for this job code for the location for which it has been posted.
