About this Role

R.R. Cassidy, a Quanta Services company, is searching for an experienced Human Resource Manager to join our team in Prairieville, LA (Baton Rouge area).

The Human Resource Manager will lead and direct the routine functions of the Human Resources (HR) department including hiring and interviewing staff, administering pay, benefits, and leave, and implementing & enforcing company policies and procedures.

What You'll Do

  • Partners with the leadership team to understand and execute the organization's human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.
  • Provides support and guidance to HR generalists, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.
  • Manages the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborates with departmental managers to understand skills and competencies required for openings.
  • Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Inflation Reduction Act Compliance
  • Ensure company policies and practices comply with the Inflation Reduction Act, including understanding its impact on construction projects and workforce management.
  • Davis-Bacon Act Compliance
  • Oversee compliance with the Davis-Bacon Act, ensuring all wage determinations and labor standards are met on federally funded projects.
  • Apprenticeship Program Development
  • Design and implement apprenticeship programs to develop skilled labor within the company, including partnerships with local trade schools and unions.
  • Benefits Management
  • Administer employee benefits programs, including health insurance, retirement plans, and other perks. Ensure competitive and compliant benefits offerings.
  • Policy and Procedure Implementation
  • Develop, update, and enforce HR policies and procedures to ensure legal compliance and promote a positive work environment.
  • Recruitment and Onboarding
  • Manage the recruitment process, including job postings, interviews, and onboarding of new employees. Ensure a smooth and efficient hiring process.
  • Employee Relations
  • Address employee concerns and grievances, conduct investigations, and implement conflict resolution strategies.
  • Training and Development
  • Coordinate training programs to enhance employee skills and ensure compliance with industry standards and regulations.
  • Performance Management
  • Oversee performance appraisal processes, provide guidance to managers on employee evaluations, and implement performance improvement plans as needed.

What You'll Bring

  • Bachelor's degree in Human Resources, Business Administration, or a related field (Preferred)
  • PHR (Professional in Human Resources) certification (Preferred)
  • Minimum of 5 years of HR management experience in the construction industry.
  • Knowledge of the Inflation Reduction Act and Davis-Bacon Act.
  • Proven experience in setting up and managing apprenticeship programs.
  • Strong understanding of employee benefits administration.
  • Excellent knowledge of HR policies, procedures, and legal compliance.
