Qualifications
  • Working knowledge of Payroll systems (e.g., Oracle Cloud, PeopleSoft, HRIS, ADP) and the interrelations among data fields and panels within the system
  • Working knowledge of government regulations related to payroll taxes and payroll processing
  • Extensive experience in performing data entry, reporting, and auditing
  • Proficient in MS 365 (Excel, Word, PowerPoint)
  • Effective skill working with diverse internal and external contacts
  • Exposure to managing multiple priorities independently and/or in a team environment to achieve goals
  • Effective skill in presenting findings, conclusions, alternatives and information clearly and concisely
  • Effective research, analytical and problem-solving skills

Desired Qualifications

  • Bachelor’s degree in a related field such as Human Resources, Accounting, or related field or the equivalent combination of training, education, and experience
  • Professional organization accreditation for payroll and HR
  • Working knowledge of Navy Federal Human Resources policies, procedures, and programs
  • Working knowledge of Navy Federal’s functions, philosophy, operations and organizational objectives

Responsibilities
  • Ensure payroll data is complete, accurate, reported to the general ledger and meets standards required by federal and state agencies
  • Ensure timely and accurate payment of employees and legality of timecards by administering the T&L module of PeopleSoft and is reported to the general ledger 
  • Develop and run queries to validate and identify T&L issues/discrepancies and design and implement solutions
  • Research and respond to production issues and communicate resolution options/solutions to staff and management
  • Perform check and validations of payroll data from third parties and resolve exceptions 
  • Monitor system performance and collaborate with HR and ISD analysts to coordinate resolution of issues/problems
  • Research and resolve paycheck discrepancies, leave balances, overpayments, and other related adjustments 
  • Collaborate with HR business partners to ensure availability of appropriate and required tax information and documentation and assist with addressing employee inquiries and problem resolution
  • Determine, participate and develop implementations in testing, modifications, upgrades and/or enhancements to payroll system
  • Generate, analyze and reconcile HR, T&L, and Payroll report data and prepare templates for testing
  • Train, advise, develop and maintain procedural documentation and training materials on-pay and timekeeping policies for staff and management
  • Partner with business units to ensure information related to personnel changes are up to date and complete to avoid adverse effect on the business continuity of the credit union
  • Advise and serve as point of contact for employees and management with questions related to payroll processing, pay and timekeeping policies, eligibility, employee status, etc. 
  • Administer Employee Garnishment Program in accordance with federal and state laws from receipt of order to completion of order
  • Ensure compliance with state and federal payroll laws, including validation of employee charges, adherence to FLSA, company transfers, separation payouts, and other related areas 
  • Prepare timesheet, reconcile pay/severance (bonus), and load Korean payroll to third party vendor 
  • Involved in projects or portions of projects including optimization of payroll 
  • Responsible for coordinating efforts among HR business partners to ensure proper maintenance and flow of employee data 
  • Performs other duties as assigned
