Job Description:

The Opportunity:

Serves as the Project Manager, Army Program Office Headquarters Operations lead and Theater Liaison Officer (LNO) to the Assistant Secretary of the Army (Acquisition, Logistics and Technology) (ASA(ALT)) Forward leadership. Manages and coordinates mission support projects, taskings, actions, and programs for Program Management Office. Directs operations and planning support for Army Program Office. Responds to operational and administrative requirements established by the ASA(ALT) Forward leadership within theater, and to the Army Program Office's Current Operations Chief in CONUS. Excellent oral and written narrative skills; highly knowledgeable on the use of Microsoft Office Suite product (Word, XLS, HIGH SKILLED IN SHAREPOINT KNOWLEDGE, DATA KNOWLEDGE MANAGEMENT, etc.); and the qualities of an intelligent, HIGHLY-MOTIVATED SELF-STARTER.

Responsibilities:

  • Develops plans and objectives for assigned projects.

  • As required, tasks, directs, and coordinates with other internal and external organizations and offices engaged in the development and implementation of plans and objectives to assure that actions are in keeping with the PMs management direction.

  • Serves as the primary point of contact, consultant/expert for PM Terrestrial Sensors Leadership, subordinate, lateral, and higher authorities regarding assigned responsibilities (elements within theater regarding operational and drawdown plans - execution, taskers, and requests for information.

  • Articulates and resolves issues regarding operation of currently deployed Army Program Office’s capabilities within Theater.

  • Develops operational concepts and plans to expand, or change future Army Program Office Sensors operations.

  • Interprets the concepts and objectives of senior Army leaders within Theater to determine impact on Army Program Office’s missions and responsibilities.

  • Ensures the organization's strategic plan, mission, vision, and values are communicated to team members and integrated into the strategies, goals, objectives, work plans, work products, and services.

  • Applies knowledge of military acquisition, along with DA policy and doctrine, in establishing, managing, and planning for Army Program Office deployed capabilities.

  • Prepares and presents briefings to PEO IEWS, ASA(ALT) Forward leadership and operational force leaders as requested in Theater.

  • Track equipment readiness through a variety of sources and coordinates with the on-site ASA(ALT) Forward leadership representatives to assure focused Army Program Office support and problem resolution.

  • Accounts for all Army Program Office's Forward personnel by submitting daily PERSTAT reports, maintaining the theater personnel and equipment database, and ensures the SPOT database is accurate.

  • Ensures CAC cards, LOAs, passports, contractor Visas and Government Furnished Life Support Forms (GFLS) are valid.

  • Initiates corrective actions and ensures coordination of actions with government and contractor personnel.

  • Identifies specific requirements for funds, manpower, materiel, facilities, equipment, and services to support assigned programs and projects.

  • Serves as the Army Program Office's Contracting Officer’s Representative (COR) primary point of contact as needed for all Sensors theater operations.

  • Monitors, reviews, and determines whether the contractor’s performance is in compliance with terms and conditions of the contract specifications.

  • Conducts surveillance in accordance with surveillance plan and documents findings.

  • Inspects work in progress and ensures compliance with plans and specifications.

  • Performs final inspections with contractors and identifies deficiencies for correction.

  • Analyzes information and data; assesses progress of programs, projects, and processes.

  • Organizes, manages, and presents information to include recommendation both formally and informally via oral and written means.

Qualifications:

Required: 

  • An active Secret Clearance is required.

  • High School plus 16 yrs. or Bachelor’s Degree and 8 yrs. of experience in one of the following areas: project management, or integrated logistics support (ILS).

  • Have strong technical skills and system operation knowledge on Force Protection or similar systems.

  • Knowledge of Army Force Protection or similar systems.

  • Have a working knowledge of the Microsoft Office suite of applications, specifically including, Word, PowerPoint, Excel and MS Project.

  • Produce technical and/or project status reports.

  • Travel up to 25% of time.
