Job Description Summary:

Working as part of the global Regulatory Governance and Reporting team, the role will manage and lead the Regulatory Reporting obligations of PayPal (Europe) Sárl et Cie SCA and PayPal UK Ltd to EU and UK Financial Regulators including the BCL, CSSF, FCA, PRA and Bank of England.

  • Manage and oversee the submission of accurate and timely reporting to EU and UK regulators as prescribed by legislation and published Circulars, including prudential, statistical and credit reports.
  • Lead a team of Regulatory Reporting professionals executing to a high standard and supporting their career development.
  • Collaborate with key stakeholders including PP Lux and UK Leadership, Regulatory Reporting Leadership, Finance Controllership, Finance Systems, Data Technology, Treasury, Product, Compliance, Risk and Credit teams.
  • Monitor, forecast and publish relevant internal regulatory metrics, primarily related to Capital and Liquidity of licensed entities.
  • Act as Regulatory Reporting gate keeper for new regulation, new products and product changes in credit and e-money for the EU and UK markets.
  • Support M&A integrations for EU and UK regions
  • Integrate new license obligations, continuously validate and existing reporting obligations and related data requirements.
  • Manage the end-to-end data process and business partners to complete timely report production utilizing dedicated regulatory reporting applications.
  • Ensure data integrity and controls with reconciliations to source systems and against financial accounts. Resolve any exceptions through process improvements and holding data providers accountable for data quality.
  • Monitor the development of regulations in the UK and EU ensure advance awareness and preparatory tasks are undertaken early to implement foreseen changes; Liaise with Compliance, Legal and Regulators regarding new publications.
  • Strive to create efficiencies in processes, in particular focusing on risk reduction through prioritizing automation and maximizing the use of existing technologies.
  • Review and manage detailed standard operating procedures and checklists focusing heavily on internal controls throughout;
  • Prepare and present periodic updates to Finance Leadership.
  • Challenge, resolve and communicate any issues to internal stakeholders, whilst adhering to the Enterprise Issue Management Policy
  • Liaise with internal and external auditors ensuring all requests and any issues are addressed timely and accurately;      
  • Assist the Global Regulatory Reporting and Governance team in any related initiatives outside of EMEA.

Requirements:

  • 8 years + experience preferably with a Big 4 background in Finance and Regulatory e-commerce/payments/risk/financial services industries;
  • Strong interpersonal skills including coaching, mentoring and developing team members.
  • High level of expertise in sourcing, interrogating and manipulating data in various forms/code from multiple systems/platforms;
  • Technical knowledge dealing with multiple data systems and regulatory reporting platforms, including experience with SAP and Wolters Kluwer OneSumX.
  • Keen analytical and problem solving experience with a strong focus on quality assurance of output;
  • Understanding of regulations affecting the Banking, Payments and Credit industries across the UK, EMEA and globally
  • Familiarity with local and international accounting standards;
  • Excellent written and oral communication and interpersonal skills with fluency in English mandatory;
  • Attention to detail and the ability to prioritize and deliver in a fast paced and dynamic environment with a high degree of personal accountability, integrity and trust;
  • Demonstrated ability to work effectively within cross functional and remote teams;
  • Good sense of humor and ability to create and maintain a balanced, positive work environment for direct reports and the broader Regulatory team.
  • Ability to share information, transfer knowledge and expertise to team members;
  • Availability to travel
  • Strong process improvement skills;
  • Willingness to take on additional Regulatory Reporting work unrelated to EMEA;
  • Ability to escalate issues and seek guidance as required.
