What you’ll be doing...

As a member of the Verizon Public Sector Proposal Center, the successful candidate will lead the development and delivery of proposals supporting our Federal and State, Local, and Education (SLED) customers. This position reports directly to the Center Director. Essential duties include

  • Manages complex proposals, including all aspects of proposal development from pre-proposal planning activities to production oversight. Collaborates with all stakeholder organizations and associated consultants/subcontractors to provide proposal leadership, support, and direction, and deliver compliant, complete, and timely proposals, ensuring respective teams follow best practices.

  • Demonstrates understanding of and applies the proposal process flexibly to match proposal requirements, timelines, and stakeholder expertise.

  • Communicates directly with proposal and sector leadership regarding potential problems and to facilitate successful delivery of a compliant, timely proposal.

  • Develops/maintains proposal management-related artifacts for each opportunity to include kickoff materials, master outline and compliance matrix, schedule, content plans and or annotated mockups, daily stand-up agenda, proposal team contact list, action items, and color team review briefings.

  • Reviews/analyzes proposal sections for consistency and clarity, compliance with solicitation requirements, and alignment with proposed solutions and themes. Writes/ re-writes proposal sections as necessary to deliver high-quality, winning proposal products.

  • Collaborates with account team leadership and capture to obtain adequate resources for accomplishing a high-quality proposal submission in a timely manner.

  • Leads/facilitates/drives discussions during solution strategy sessions with capture manager, volume lead(s), and subject matter experts as necessary; capturing and helping to document customer hot buttons, win themes, approach/solution, and features and benefits at the level required for a compelling proposal response.

  • Leads color review recovery from post-review assessment to providing guidance for implementation of approved content changes and modifications.

  • Revises schedule, outline, and compliance matrix as necessary throughout proposal life cycle.

  • Manages and directs all proposal efforts to include preparation, revision, and submission; establishes and enforces the proposal schedule. Clarifies, communicates, and enforces roles and responsibilities of the proposal team members.

  • Assists in the development and refinement of standardized processes and tools to streamline proposal development and institute best practices across proposal teams and Verizon Public Sector.

You’ll need to have:

  • Degree preferred; however, 10+ years of proposal-related job experience can be substituted.

  • 8+ years of experience in proposal management focused on Federal or state and local government solicitations, invitations to bid, and responses.

  • Working knowledge of proposal development life cycles, and understanding of Shipley or other proposal development processes.

  • Demonstrated experience with and understanding of agile proposal development processes to flex process as necessary based on proposal requirements.

  • Demonstrated ability to and experience in working efficiently under conditions of multiple deadlines and changing priorities.

  • Ability to and preference for collaboration, and experience coordinating virtual, distributed proposal team members.

  • Strong oral and written communication skills with demonstrated experience interacting with personnel in senior leadership positions to present challenges/issues impacting proposal quality and recommending solutions.

  • Strong organizational and planning skills.



Even better if you have one or more of the following:

  • Bachelor’s degree in Marketing, Journalism, or related field.

  • Experience supporting the development and implementation of process/tool improvements in the proposal industry.

  • Familiarity with use of proposal collaboration and knowledge management tools.

  • Ability to coordinate off-site proposal team members and consultants/subcontractors.

In this hybrid role, you'll have a defined work location that includes work from home and a minimum eight assigned office days per month that will be set by your manager.

If you are hired into a California, Colorado, Connecticut, Hawaii, Maryland, Nevada, New York, Rhode Island, Washington or Washington, D.C. work location, the compensation range for this position is between $136,000.00 and $253,000.00 annually based on a full-time schedule. The salary will vary depending on your location and confirmed job-related skills and experience. This is an incentive based position with the potential to earn more. For part time roles, your compensation will be adjusted to reflect your hours.
