Job Description

The Senior Treasury Analyst role provides oversight and support for a wide range of financial activities occurring within the Overseas Military Banking Program (OMBP). This individual is primarily accountable for review and reporting of correspondent accounts, balance sheet, cost accounting standards boards (CASB), and audit (internal, third-party, and governmental). Secondary responsibilities will stem from the business needs of the Finance Business Support Manager. Decisions are guided by policies, resources, and best practices. It is a senior-level finance position, demonstrating thorough knowledge of financial concepts, issues, and best practices for the oversight of 1.5 billion balance sheet managed for the Department of Defense (DOD).

Qualifications
  • Bachelor’s degree in finance, accounting, economics, or other related field or equivalent work experience.
  • Advanced understanding of position management, balance sheet, and financial statements
  • Advanced verbal and written communication skills.
  • Advanced analytical and problem-solving skills; to include summarizing information and clearly identifying key elements, patterns, results, and relationships.
  • Advanced application of Microsoft Excel 
  • Experience in leading, guiding, and coaching professional staff.
  • Experience in financial account management 
  • Experience in working with all levels of staff, management, stakeholders and vendors.
  • Effective relationship-building, negotiation and facilitation skills.
  • Effective skill in presenting findings, conclusions, alternatives and information, clearly and concisely.
  • Strategic planning and implementation skills.
  • Familiarity with process improvement, project management, application management and strategy development

Desired Qualifications

  • Master of Business Administration (MBA) or Certified Public Accountant (CPA)
  • 10+ years working for a Financial Institution
  • CASB knowledge and adherence 
  • Extensive financial statement experience

This job posting is for the Overseas Military Banking Program (OMBP) operated by Navy Federal Credit Union.  The position is located in San Antonio, Texas and will be supporting Navy Federal’s contract with the Department of Defense to operate OMBP

Responsibilities
  • Provides oversight of approximately 25 correspondent accounts 
  • Tracks and reports correspondent account balances, fees, and activity 
  • Provides direction and guidance to in-country teams on correspondent account management
  • Ensures proper accounting practices for local correspondent accounts daily reconciliation
  • Manages and reports OMBP balance sheet assets/liabilities for multiple currencies 
  • Identifies and resolves OMBP balance sheet variance
  • Provides OMBP balance sheet reporting, trends, and recommendations to senior leadership 
  • Supports internal Cost Accounting Standards Board (CASB) adherence 
  • Supports and provides guidance to OMBP teams to ensure payroll accounts are in balance
  • Supports EUR payroll monthly files process to ensure that any adjustments, travel, pension are captured correctly
  • Assists and in some cases leads OMBP finance team on various audit requirements, as the OMBP is subject to audit from internal business partners, external 3rd party, and external governmental agencies
  • Collaborates with multiple lines of business to provide support on financial questions and issues
  • Liaisons between the OMBP and enterprise teams on various financial topics
  • Provides financial impact analysis (one-time, recurring, forecasted) for the creation of cost proposals
