Job Description Summary:

At PayPal, we are transforming our Risk & Compliance technology into a scalable, self-service platform that enables our teams to move faster, innovate safely, and protect our ecosystem with world-class risk management capabilities.

As the Sr Director of Tech Product Management - Risk & Compliance Platform, you will lead this transformation — defining the vision, strategy, and execution roadmap to evolve our services for KYC, Identity Verification, Document Intelligence and Risk Decisioning into a true developer-first, scalable internal platform. You will partner with engineering, compliance, and risk teams to streamline workflows, standardize infrastructure, and build the tools that will accelerate PayPal’s ability to scale, adapt, and lead in global risk & compliance innovation.

This is a high-impact, high-visibility role where you will shape the future of how PayPal’s risk and compliance capabilities are built, deployed, and scaled.

Job Description:

Define & Drive the Platform Vision

  • Develop a long-term product vision and strategy to transform the Risk & Compliance tech stack into a modern internal platform.
  • Articulate a compelling North Star for a self-service, developer-friendly risk & compliance ecosystem.
  • Establish clear success metrics to measure impact on developer velocity, scalability, and operational efficiency.

Build a Scalable, Self-Service Risk & Compliance Platform

  • Lead the productization of core risk & compliance capabilities, ensuring they are modular, reusable, and API-first.
  • Drive standardization across risk data, machine learning models, policy enforcement, and regulatory reporting.
  • Partner with engineering to build self-service tools, automation, and developer portals that reduce bespoke development and tribal knowledge.

Accelerate Developer Velocity & Efficiency

  • Identify and remove pain points slowing down developers and risk teams, such as manual integrations, slow onboarding, or inconsistent infrastructure.
  • Establish Golden Paths—standardized workflows and best practices for building risk & compliance applications at scale.
  • Ensure observability, monitoring, and governance are built-in, making compliance frictionless for developers.

Align Cross-Functional Teams & Influence at Scale

  • Partner with engineering, risk, legal, and compliance teams to drive alignment on platform priorities.
  • Influence senior leadership, executives, and stakeholders on the business impact of a world-class risk platform.
  • Foster a platform-first culture, where teams see the value in building on shared infrastructure instead of custom one-off solutions.
  • Extend this platform transformation to other parts of the team by setting up frameworks and toolkits for others to follow

Deliver Measurable Business Impact

  • Improve time-to-market for risk & compliance initiatives by reducing development friction.
  • Enhance operational efficiency—reducing duplication, manual work, and engineering effort on risk infrastructure.
  • Increase reliability and scalability of risk services, enabling PayPal to adapt faster to evolving threats and regulations.


Requirements

  • 15+ years in Tech Product Management, with at least 5+ years in platform or infrastructure product leadership roles.
  • Experience leading internal platform transformations in large-scale technology companies.
  • Track record of having built products for developers, is advantageous
  • Deep expertise in Risk, Compliance, FinTech, or Payments is a strong plus.
  • Proven ability to align technical teams, business stakeholders, and executives around a shared platform vision.

Skills & Leadership

  • Platform Thinking – Strong understanding of how to build internal platforms that drive developer adoption, standardization, and efficiency.
  • Technical Fluency – Familiarity with APIs, cloud infrastructure, automation, and developer tooling.
  • Data-Driven Decision Making – Experience using quantitative and qualitative data to define roadmaps and measure success.
  • Change Management – Ability to drive cultural shifts in engineering organizations toward self-service, reusable solutions.
  • Strong Communication & Influence – Ability to simplify complex technical topics and drive alignment across engineering, compliance, and leadership teams.
