Job Description:
As the PEO Aircraft Carriers Refueling and Complex Overhaul (RCOH) Analyst Support for PMS 312D, the candidate shall:
Interface with the Aircraft Carrier Refueling Complex Overhaul and Team. Create and Analyze RCOH metrics and schedule milestones. Develop reports for meetings, conferences and summits, as required. Coordinate with Aircraft Carrier community stakeholders. Track and assist in the resolution of Action Items related to the RCOH Team. Oversee program document work flow process Coordinate with Aircraft Carrier community stakeholders. Track and assist in the resolution of Action Items related to the RCOH Team. Coordinate, run, and attend meetings as required.
Responsibilities:
In support of the Program Office Program Manager, the contractor shall provide support in the development of acquisition approaches and strategies which satisfy the requirements for all Aircraft Carriers Refueling Complex Overhaul. Perform data analysis and generate recommendations. Draft and provide programmatic reports in the form of briefings, papers, and answers to questions by management on such topics as construction, schedule, contract issues, strategies, incentives and funding allocations for advanced planning and execution, weapon system development and integration.
- The contractor shall provide support for any Technical Advisory Reviews (TARs) of proposals resulting from solicitations to the shipbuilder.
- Assist Integrated Baseline Reviews (IBR) resulting from new contracts being awarded or major modifications to existing
- Assist the Government in evaluation of the shipbuilder’s contract funds status report (CFSR) and cost performance report (CPR) in addition to analysis of funds expended and status of remaining funds.
- Assist in development of budget planning and risk mitigation efforts for carrier programs. This includes continuous monitoring of critical RCOH Execution milestones such as contract availability work package (AWP) development, drawing/estimate development and delivery, and shipyard performance.
- Track all program programmatic/schedule milestones and provide weekly status reports with recommendations for corrective action and/or retiming of scheduled events. Actively participate in meetings in support of program requirements as directed by the RCOH APM to include Commanding Officer Agenda, Risk Management, Govt/HII- NNS LOEs, Design Exchange/Integration, and Quarterly Program Reviews.
- Coordinate, review and track non-contract fund expenditures and work progress for Customer Contract Teams (CCTs) and Ship’s Force Work Package. Provide Lessons Learned report on man-hours, dollars expended and cost effectiveness of screening work to CCTs. Conduct reviews with each CCT to go over funding and issues.
- Work with the Risk Manager at Huntington Ingalls-Newport News (HII-NNS) to identify and assess RCOH Risk Management issues.
- Provide input to RCOH Government Management Team (GMT) and Program Management Team (PMT) agendas as required (approx. 26 times a year) and provide planning and coordination of meeting. Participate in GMT and PMT teleconferences; assist with briefings and assigned actions items.
- Provide input to Weekly ASN Metrics, Program Office Monthly Metrics Reports, Quicklook and Dashboard reports for the APM, LOE expenditures of interest as assigned by APM and quarterly NAE reports.
- Participate in the PMS 312D Cost Reviews, (Cost IPT), of the HII-NNS monthly financial reports. Review cost reporting CDRLs, analyze and evaluate data, provide written evaluation/report. Develop briefing materials with questions for prime contractor clarification, and monthly financial reviews as necessary.
- Support development and approval of the program Assets and Liabilities Position Sheet and PM EAC.
- Participate in the PEO Carriers PARM Critical Program Review (CPR) for technical, cost and schedule management. These efforts will include direct participation in the periodic assessment of each PARM provided status (on acquisition, GFE/GFI delivery schedules, T&E schedules, contract award status, cost performance, logistics, etc.), for risk in the areas of technical, schedule and cost.
- Coordinate with the PARM APM on the required delivery dates for GFE as well as participate in monthly GFE status meetings with SSNN and HII-NNS. Monitor the development, review, and revisions of the Schedule A1 GFE and provide input to the APM and PARM Manager on any matters related to GFE delivery throughout the RCOH.
- Monitor the status of each RCOH alteration planned for accomplishment for appropriate modernization documentation in the SHIPMAIN entitled process. Coordinate efforts with the Program Office PARM APM, Ship Life Cycle Manager and the Supervisor and manage the RCOH planned alterations against those contained within the NDE database, correlate the information contained within the database against planning documents and track the status of required perquisites.
- Assist the RCOH APM in the preparation of briefs assigned by collecting/assigning data required to support program requirements.
- Maintain status report of E&S Growth Pool and project assessment to support end of the RCOH Availability.
- Assist in development of budget planning and risk mitigation efforts for carrier programs. This includes continuous monitoring of critical RCOH advance planning milestones such as contract availability work package (AWP) development, drawing/estimate development and delivery, and shipyard performance.
- Track all program programmatic/schedule milestones and provide weekly status reports with recommendations for corrective action and/or retiming of scheduled events. Actively participate in meetings in support of program requirements as directed by the RCOH APM to include but not limited to (cost analysis initiatives to improve Program effectiveness and efficiencies, AWP development, Design Budget reviews, Quarterly Program Reviews (QPRs), Contract Statement of Work development and contract negotiations and award).
- Review and assist in the development of program budgets and monitor/track non-contract funds accounting lines managed by SSNN.
- Participate in RCOH Integrated Product and Process Development (IPPD) efforts supporting RCOH advance planning. Attend weekly Program Support Team (PST) and report actions to the RCOH APM. Effort will include drafting Program Office guidance and delivery of processes that are desired for implementation.
- Participation will require sitting on multiple CVN 74 RCOH Integrated Process Teams (IPTs) where there is APM interest or concern and provide comments and recommendations to the APM.
- Identify and assess RCOH Advanced Planning Risk Management issues.
- Provide input to CVN 74 RCOH Government Management Team (GMT) and Program Management Team (PMT) agendas as required (approx. 26 times a year) and provide planning and coordination of meeting. Participate in GMT and PMT teleconferences/face-to-face meetings, assist with briefings and assigned actions items.
- Provide input to Monthly Metrics Reports for the APM.
- Participate in the PMS 312D Cost Reviews of HII-NNS monthly financial reports. Effort includes coordinating and participating in PMS 312D meetings and providing any evaluation and data analysis requested. Provide input and analysis to PMS 312D APM for cost reduction initiatives with HII-NNS in accordance with the Cost Reduction Working Group Charter.
Qualifications:
Required -
- 7 + years of related or applicable professional experience,
- Bachelor's degree in engineering related discipline
- Ability to interface efficiently with team members and technical staff
- Possesses an active DoD Secret Clearance

- DoD experience a plus
- NAVSEA PEO Aircraft Carriers experience
- Aircraft Modernization knowledge or experience
- Retired Navy or Shipyard experience is a plus
