Job Description:

The Opportunity:

As an Acquisition Analyst you will support the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO- CBRND) JPEO-CBRND program.  The JPEO-CBRND manages our nation’s investments in chemical, biological, radiological, and nuclear defense equipment, and medical countermeasures battlespaces worldwide. This position requires a TS/SCI clearance.

Responsibilities:

As an Acquisition Analyst you will:

--Serve as the principal advocate and single point of contact for the JPEO-CBRND at Fort Leonard Wood, providing intensive centralized management and multi-faceted support of Joint CBRN defense programs (both medical and non-medical) to:

  • Increase knowledge of requirements by Joint Staff and Joint Force and military services
  • Expedite materiel solutions for validated CBRND deficiencies
  • Monitor CBRND requirements-based activities to promote and facilitate the accelerated delivery of emerging/new capabilities to the Joint Force and military services
  • Establish and maintain close working relationships and open lines of communication and understanding between USACBRNS, Maneuver Support Center of Excellence (MSCOE), Army Futures Command (AFC), Capability Development and Integration Directorate (CDID) and other organizations on Fort Leonard Wood to enhance coordination and enable the processes of the JPEO CBRND as it relates to CBDP Capability and the CBDP Enterprise
  • Ensure all policies and processes that influence or affect program initiation, development, and management, are communicated across the CBDP Enterprise
  • Offer institutional knowledge of JPEO-CBRND programs to facilitate understanding and the appropriate planning in support of future Capability Development, Table Top Exercises (TTXs) and all efforts to discover, define, understand, describe, and prioritize future CBRND capability pursuits
  • Review and evaluate requirements and preemptively highlight materiel acquisition issues pertaining to the JPEO-CBRND
  • Report pertinent developments and remain readily accessible and responsive to JPEO-CBRND and CBDP enterprise personnel

-Serve as the principal source of acquisition and technical expertise on current and emerging requirements, business strategy, and JPEO-CBRND acquisition programs.

-Provide a consistent presence to relay issues, concerns, and perceptions of JPEO-CBRND leadership to command level staffs and other key stakeholders.

-Advise the JPEO-CBRND and USA CBRNS command level staff on areas to improve Army equities in CBRND, including the requirements process to meet Army and Joint Force needs.

-Provide JPEO-CBRND support and presence at various conferences and meetings – both formal and informal – with senior-level officials of the Joint Staff and key personnel from other activities and agencies.

-Assist CBRND enterprise leadership in developing, managing, and executing strategic plans, acquisition strategies, operational concepts, policies, position papers, and briefings to support JPEO-CBRND programs.

-Attend JPEO-CBRND leadership reviews and other meetings that are of critical importance to:

  • Monitor requirements generation and any program and budget issues
  • Maintain awareness of the health of programs in order to communicate effectively and accurately
  • Identify problem areas and provide a solution as early as possible to limit impacts on cost, schedule, and performance
  • Maintain awareness of CBDP Enterprise plans and policies

-Assist in the preparation of documentation addressing the impacts of policy, program, and budget changes in the JPEO-CBRND and how these changes affect the Army and the CBDP enterprise’s ability to perform life cycle management.

-Review both internal and external reports and briefs, including those of other agencies, and provide expert analyses of the documents (e.g., relevance and impact to CBRND enterprise acquisition programs, etc.).

-Participate in acquisition management activities (e.g., Overarching and Working-Level IPT meetings, milestone reviews, etc.) developing and reviewing strategic documents and processes (e.g., Quadrennial Defense Review (QDR), 30-Year Plan, Research Development and Acquisition (RDA) Plan, Strategic Portfolio Review (SPR), Physical Security Guide (PSG), Product Improvement Plan (PIP), etc.).

-Make recommendations on non-routine, costly, or controversial training needs and training requests related to performance of tasks assigned.

-Identify and implement techniques to:

  • Eliminate or reduce significant bottlenecks and barriers to production
  • Promote team building or improve business practices

-Develop and present clear and concise reports and briefings to communicate input, findings, and recommendations to JPEO-CBRND Leadership.

-Establish priorities and give advice, counsel, and instruction to JPEO-CBRND leadership on both work and administrative matters.

Qualifications:

Required: 

-DoD TS/SCI security clearance

-Masters degree in related field (four additional years of direct experience may be considered in lieu of degree, for a total of 14 years related experience)

-Five (5) years of experience in each of the following:

  • DoD Chemical, Biological Defense Program (CBDP) experience supporting Acquisition, Requirements, and/or Training Development efforts.
  • Experience with AFC, U.S. Army Training and Doctrine Command (TRADOC) and Chemical Corps Regiment organizational structures, as well as their corresponding relationship and interface with JPEO-CBRND.
  • Experience demonstrating the proper application of Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, and Facilities (DOTMLPF) as it pertains to the CBDP Enterprise and its application within the Army and the Joint Force.
  • Experience assisting in the authoring and execution of programs of instruction (POIs).
  • Experience developing training support packages as they relate to CBRN defense (CBRND) programs and Army efforts.
  • Experience in the demonstration of strong strategic planning skills and their iteration with stakeholders at the executive level.
  • Strong team building, training, facilitating, and mentoring, as it relates to enabling developmental support to Chemical Corps Regiment personnel, the Joint Force, and other CBDP Stakeholder elements.

-Strong planning, analytical, problem solving, and the organizational leadership skills required to:

  • Effectively prioritize and balance work
  • Gather, analyze, and present facts using appropriate data collection techniques
  • Identify problems and develop innovative solutions
  • Execute projects and/or studies within established constraints (e.g., schedule, funding, etc.)

-Strong communication skills, both orally and in writing, as it relates to the performance of jobs within the Army and other military organizations.

-Experience with Microsoft Office (i.e., Outlook, PowerPoint, Excel, and Word).

$78,100 - $171,900
