Job Description:

CACI has an excellent opportunity for an experienced, self-directed, Site Lead supporting the Enterprise Level Information Technology Expertise (ELITE) contract at the United States Europe Command (USEUCOM) located in Stuttgart, Germany.  The ELITE USEUCOM Site Lead is the overall manager for the day-to-day operations of the contract overseeing all task activities in support of the Combatant Command customers to include providing Enterprise IT Services, Enterprise Architecture, Engineering Project Management, Knowledge Management, Cyber, Resource and Logistics support to HQ EUCOM.  

The successful candidate must have solid organizational skills and be able to communicate clearly and succinctly, both written and orally.  This includes presenting concepts, Solutions, five year plan, and program and status updates in a professional business-like manner.

The candidate will be required to work in a dynamic fast-paced environment that requires solid leadership skills, team interaction and coordination of efforts in support of a rapidly changing Enterprise IT Environment, balancing day-to-day IT Service Delivery with long term strategy roadmaps, technology insertion and an aggressive innovation implementation.  

The candidate must have strong interpersonal skills, stakeholder engagement skills, and be comfortable interfacing with external and internal leaders up to the Brigadier General/Colonel/GS-15 level. Externally, the EUCOM Site Lead will interface and work with executive leaders to include the EUCOM J6, Deputy J6, J63 (OPS), J68 (Plans and Engineering) and the J65 (CIO and Cyber Office) daily.   Internally, the EUCOM Site Lead will report to the ELITE Program Manager; interface and coordinate with the ELITE Program Management Office (PMO); and directly lead and manage EUCOM’s ELITE Operations Director, Lead Engineer, Lead Architect, Lead Project Manager, Lead Knowledge Manager, Lead Enterprise Operations Center Manager (EOC), Lead Cyber Manager, and Lead Logistician and Procurement Manager.  Mission Area Responsibilities include managing the contract workforce of 230 (+) contractors; overseeing day-to-day O/M of the EUCOM network; overseeing IT Service Delivery to include meeting all performance metrics/ Service Level Agreements (SLAs); overseeing Life Cycle Replacement (LCR), Architecture, Engineering, Projects, Procurements, and Warehouse Operations; assist in planning and implementing the J6 strategic roadmap and driving innovation initiatives;  proactively responding to Government issues, concerns, and comments; and alerting the Government of  potential mission, contractual, program, and resource limitations issues.  Program Management Responsibilities include: managing ELITE Program scope, schedule, risks and financials; directing work and overseeing technical direction; recruiting, staffing and retention; ensuring deliverables are submitted on time and to standard; Quality Assurance and Quality Control; developing technical documents and price proposals for request for proposals (RFPs); identifying mission area gaps and developing solutions to mitigate; executing the external Stakeholder Engagement and Communications Plans to build trust and establish and sustain a solid relationship with our executive level customer base. Daily activities include but are not limited to:  

Establish and maintain relations with clients’ senior-level managers; develop overall strategy, tactics and goals; coordinate with the PM on financial related activities associated with the ELITE program other CACI proposals; manage the contractor and subcontractor staff to include staff development and mentoring; work with third-party vendors; organize, direct, and manage contract operation support functions involving multiple, complex and inter-related project tasks; manage teams of contract support personnel at multiple locations; maintain and manage the client interface at the senior levels of the client organization; meet with Government (Customer and FEDSIM) and Contractor personnel to formulate and review task plans and deliverable items. Ensure conformance with program task scope, schedules, and costs; manage task order personnel, project schedules, and finances; hire qualified staff members; coordinate operational activities with external and internal teammates and government groups; resolve personnel issues as required; and coordinate with appropriate government representatives. The Site Lead is responsible for directing all work and developing/presenting briefings, preparing correspondence, and preparing program management reviews and status reports as required.

Educational Requirements: 

  • Bachelor of Arts / Science from an accredited college or university in a course of study that is substantially useful in managing large, complex information technology (IT) programs and is closely related to the work described in the Statement of Objectives. 

Certification Requirements: 

  • Project Management Institute (PMI) Program Management Professional (PgMP), or PMI Program Management Professional (PMP), or Defense Acquisition Workforce Improvement Act (DAWIA) Program Manager Level III.

Experience Requirements: 

  • Possess a TS clearance with eligibility for SCI at time of proposal submission.
  • Possess 12+ years of experience supporting a United States Combatant Command
  • Possess 12 years of experience managing at least 20 or more IT professionals similar in size, scope, and complexity to TO requirements, including managing and leading geographically dispersed staff of varying skill levels.

It is desired that the Site Lead has the following qualifications:

  • Possess a minimum of five years of experience with IT Service Delivery using an ITIL/ITSM framework similar in size, scope, and complexity to the requirements of this TO.
  • Master’s Degree from an accredited college or university in a course of study that is substantially useful in managing large, complex information technology (IT) programs and is closely related to the work described in the Statement of Objectives.
