General Summary:

Qualcomm Incorporated is seeking an experienced international trade attorney with 5+ years of experience to advise on domestic and international trade laws, including EAR, OFAC, ITAR, and customs matters, as well as other trade- and investment-related regulations and treaties.  We are looking for candidates who are proactive, have extraordinary attention to detail, and show excellent judgment. We value candidates who work independently and collaboratively.

Minimum Qualifications:

•    Juris Doctorate degree or international equivalent.
•    5+ years of relevant experience as counsel at a law firm or in-house.
•    Active bar license to practice law in the state or jurisdiction where the employee will be practicing (or ability to obtain upon hiring).

  • Ability to translate legal requirement into practical guidance and formulate creative solutions to accomplish the company’s objectives.
  • Ability to work independently with little supervision.

Principal Duties and Responsibilities:

  • Advise the Vice President & Legal Counsel for Trade, as well as the Export and Sanctions Compliance and Customs groups, on legal, regulatory, and operational risk areas relating to export controls, sanctions, customs and other trade- and investment-related regulations, and on the appropriate means of addressing and mitigating them.
  • Advise on and implement protocols to ensure compliance with restricted party lists maintained by regulatory agencies such as BIS, Department of Commerce; DDTC, Department of State; and OFAC, Department of the Treasury.
  • Conduct sanctions-related transactional due diligence, screening, investigations, audits, and risk assessments.
  • Research and analyze trade-related legislation, regulations, and guidance.
  • Coordinate collaboratively and effectively across company functions.
  • Track and appropriately document developments and report same to the Vice President and Legal Counsel for Trade.
  • Communicate, where appropriate, to large groups and multiple constituencies, including training and guidance to the business.
  • Provide legal guidance for the Export and Sanctions Compliance team. This may include screening and analyzing export classifications, drafting and implementing appropriate policies and processes, and training company employees.
  • Support internal trade-related compliance investigations and provide legal support for government-initiated audits and inquiries relating to trade and investment.
  • Ensure that any substantiated investigations result in remediations that maintain a culture of compliance.
  • Assist in resolving trade-related contract issues with vendors, clients, customers, and other third parties, and advise on trade-related aspects of contract negotiations, including in the M&A context.
  • Provide proactive counsel and guidance on existing and emerging trade-related law, regulation and policy matters for the company.
  • Develop a close rapport with internal stakeholders to understand supply-chain risks and opportunities to build new processes.
  • Advise on value chain resiliency issues.
  • Help assess the impact of potential executive orders and legislation that could restrict exports, foreign investments, imports, or related activities, and/or disrupt relevant supply chains. This work may include, for example, legislative analysis and drafting (informed by close consultation with different internal stakeholders) and engagement with the Hill and other parts of the U.S. Government.

Decision Making: The ability to make quick, accurate decisions. This includes the ability to weigh alternatives and take into account the impact of the decisions on people, equipment, or other resources.

Getting Work Done: The ability to be organized, resourceful, and planful. This includes the ability to leverage multiple resources to get things done and lay out tasks in sufficient detail. This also includes the ability to get things done with fewer resources and in less time, work on multiple tasks at once without losing track, and foresee and plan around obstacles.

Technical Knowledge: Knowledge of project management methodology (e.g., planning, scheduling, tracking, execution).

Pay range and Other Compensation & Benefits:

$165,600.00 - $248,400.00

The above pay scale reflects the broad, minimum to maximum, pay scale for this job code for the location for which it has been posted.
