Job Description:

The Opportunity:

As a Program Analysis Support Administrator you will support the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO- CBRND) JPEO-CBRND Headquarters (HQ).  The JPEO-CBRND manages our nation’s investments in chemical, biological, radiological, and nuclear defense equipment, and medical countermeasures battlespaces worldwide. This position requires a secret clearance.

Responsibilities:

As a Program Analysis Support Administrator you will:

  • Manage all actions within the task management and document staffing systems.
  • Perform staff operations in a government organization.
  • Serve as the single point of contact for managing all staff actions submitted by the line and staff.
  • Responsible for logging in all actions, ensuring completeness, building staff packages, and tracking them through completion, to include actions submitted to higher Headquarters (HQ).
  • Serve as the point of contact for all external and internal taskers to include but not limited to log in each tasker, conduct analysis of the requirement, distribute action assignments to the line and staff, track the status of all taskers, review and consolidate responses from the line and staff, provide consolidated responses to Government leadership for review and approval, and either input the final response into the task management and document staffing system or submit it to other external organizations as appropriate.
  • Independently manage, synchronize and track multiple, complex and cross-functional actions.
  • Ensure that line and staff organizations are aware of deadlines, assignments, objectives, and meet all assigned deadlines.
  • Collect, migrate, archive, and maintain electronic program files in appropriate SharePoint locations.
  • Assist the Air Force Materiel Leader, Deputy Materiel Leader, and Portfolio Integrators in the planning, coordination, and execution of briefings and displays for visiting dignitaries and conferences.
  • Assist the Air Force Materiel Leader, Deputy Materiel Leader, and Portfolio Integrators in the development, implementation, and monitoring of information security policies, instructions, procedures, and control systems for activities involving clearance/classification authority and guides.
  • Facilitate planning by preparing, reviewing, and updating technical briefing materials, documentation, and program schedules; and developing and implementing technical and programmatic plans and measures to track programs.
  • Assist in identifying, assessing, developing, and mitigating program risk.
  • Communicate programmatic issues, concerns, and information.
  • Draft, review, staff, file, and update a variety of documents, to include acquisition documentation, memorandums, information and issue papers, briefings, executive summaries, milestone review packages, e-mails, white papers, staff action papers, staff studies, policies, memoranda of understanding/agreements and meeting minutes.  When applicable, documents shall be prepared in accordance with (IAW) DoD policies and shall be sufficiently complete, accurate, and timely to establish program goals, and objectives.
  • Coordinate both internal and external conferences, meetings, and reviews for relevant stakeholders, ensuring that locations, phone, and video teleconference lines are properly booked for use. The contractor shall support each event in person and/or via teleconference, video teleconference, and web conference.
  • Lead in-processing activities of new Contractor personnel to include coordinating Common Access Card (CAC) requests, facilitating Army Knowledge Center (AKO) activation, ensuring completeness of appropriate training (Army Training and Certification Tracking System (ATCTS) and Cyber Awareness) and forms (DD2875), and securing appropriate information technology (IT) equipment (computer, phone etc.).
  • Serve as Reviewing Official (RO) in the Defense Travel System (DTS). In this function, the contractor shall review travel documents, return incorrect travel documents to the traveler for corrections, assist traveler with creation of travel documents all in accordance with Joint Travel Regulation (JTR) for both Continental United Sates (CONUS) and Outside the Continental United Sates (OCONUS).
  • Coordinate the physical security and maintenance/issues of office with appropriate agency (e.g., building management or Federal), as needed.
  • Process visitors and coordinate Visit Authorization Requests for Government staff and/or stakeholders.
  • Order, store, and issue supplies for the office, keep track of supply requirements/stock, consolidate and coordinate supply orders, coordinate through the financial team and Government card holder for confirmation of supply orders, keep supply area and documentation organized.

Qualifications:

Required: 

  • DoD Secret security clearance
  • Three (3) years’ experience in project management, DoD acquisition, or another related subject of comparable complexity and responsibility.
  • Ability to influence and shape acquisition streamlining.
  • Possess the capability to lead projects or tasks which involve tracking risk and providing constant status or process oversight.
  • Knowledge of DoD acquisition and life cycle management policies, procedures, and practices.
  • Possess an ability to write, review, and staff high-level staff action papers, studies, policies, and acquisition documents.
  • Possess an ability to independently manage, synchronize, and track multiple, complex, and cross-functional actions.
  • Possess the ability to communicate effectively, both orally and in writing, among a variety of audiences.
  • Possess comprehensive knowledge of the Microsoft Office suite of software, with specific experience in effective use of Outlook, PowerPoint, Excel, and Word.
