The Opportunity:

As a CACI Protection Operations and Plans Integrator, you will support of US Africa Command (AFRICOM) Force Protection and Mission Assurance Division (J34), the Protection Operations and Plans Integrator is responsible for integrating, developing, coordinating, synchronizing, and advising on AFRICOM contingency plans. Analyzes programs and policies which encompass Antiterrorism, Law Enforcement, Detainee Operations, Physical Security, Theater Clearance, Operations Security, Chemical, Biological, Radiological, Nuclear, and High-yield explosives (CBRNE), and Air and Missile Defense supporting the commands various missions throughout the African Continent. As directed, schedules, tracks, issues task orders, allocates resources and facilitates actions to achieve mission goals and program objectives. Establishes and maintains short-and long-term planning calendars, participates in scheduled in-process reviews, meetings, presentations, and working groups to meet organizational goals.

Responsibilities:

• Represents the J34’s Force Protection Branch at working groups, team meetings, Future Operations (FUOPS) planning sessions, exercise planning sessions, and Contingency Operational Plans planning sessions to ensure the Division’s functional areas are properly integrated, synchronized, and coordinated with the command’s overall operations, plans, and intent.
• Analyzes and distills complex issues as pertains to the protection function within AFRICOMs area of responsibility (AOR).
• Preserves the effectiveness and survivability of mission-related military and non-military personnel, equipment, facilities, information, and infrastructure, deployed or located within or outside the command’s operational area.
• Develops and presents concepts, plans, annexes, and procedures to assure Protection requirements are considered, synchronized, and implemented during execution of peacetime, contingency and wartime missions.
• Provides input and guidance in protection functions through participation in command-level planning groups.
• Makes formal presentations of concepts, analysis, issues, course of action and recommendations for decision making by integrating requirements for the Division and into the Mission Assurance Coordination Board.
• Synchronizes DoD Theater Entry requirements outlined in the Foreign Clearance Guide with AFRICOM staff and Service components enabling the preparation and processing for approval of all theater entry requests; provides guidance, assistance, and advice to the customers.
• Serves as the command’s expert on all issues relating to DoD foreign travel clearances.
• Represents the command in military and interagency forums in promoting theater clearance requirements to ensure the accomplishment of overall theater travel objectives and priorities. Incumbent ensures that personnel traveling into the theater meets all requirements prior to deployment by verifying pre-deployment certification.
• Approves or denies theater clearances requests based on interpretation of regulations, written, oral directives, threat levels, and knowledge of theater strategy.
• Responsible for the preparation, release authority, and transmittal of all theater clearance messages. Must be able to understand technical issues associated with force protection and force tracking requirements and provide superiors with time-sensitive information.
• Imparts technical advice and assistance to customers on all matters concerning the policy and procedures for travel requests, processing, and reporting theater clearance information for travel.
• Responsible for ensuring the staffing and approval of all Status Protection Waivers (SPWs) effecting countries which do not have Status of Forces Agreements (SOFA) or other legal protections for U.S. service personnel.
• Organizes and leads HQ and Service Component working groups in response to HQ taskings and planning efforts. Prepares briefings, policy letters, reports, messages, SOPs, and pertinent correspondence relating to theater entry requirements. As required, supports briefs to the Director of Operations (General Officer 0-7), MILGRP commanders, distinguished visitors (SES and civilian equivalents), and subordinate component representatives on matters pertaining to theater entry requirements.
• Tracks and accounts for all equipment receipted to the ACJ34 division, conducts required accountability checks, performs work to ensure required equipment is ordered, received, maintained, and ensures accountability of items IAW standard Army supply procedures.

  Qualifications:

Required: 

• Active TOP SECRET Clearance with eligibility for SCI
• Master’s degree in security Operations or a related discipline with 2 years’ experience; or Bachelor’s Degree with 4 years’ experience; or, 7 years’ experience.
• Experience with integrating related programs at a major command or similar level of government service.

Desired: 

• Prior experience working in Africa or at AFRICOM or at one of its Service Components.

$82,100 - 172,400 USD
