Job Title: CMMC Technical Program Manager

Location: Salem, NH preferred, open to remote candidates

Business Unit: Team Wendy Ceradyne

Purpose of Position:

We are in search of a dynamic Technical Program Lead who will inspire teams and drive the successful delivery of complex technology programs within our organization. This role is crucial for steering large-scale, high-impact technical DOD initiatives that not only align with our business objectives but also empower innovation and progress. As the Technical Program Lead, you will craft comprehensive program plans that chart the course for success, ensuring projects are executed on time, within scope, and within budget. Your leadership will be key in fostering collaboration among cross-functional teams—including IT, engineering, product management, and operations—creating a culture of teamwork and shared purpose. You will engage stakeholders with transparency and clarity, providing updates that highlight program status, risks, and achievements. Your ability to navigate complexities and nurture relationships will drive program success and inspire excellence. In this pivotal role, you will not only deliver high-quality outcomes that advance our mission, but also spark a commitment to continuous improvement and efficiency in our technology initiatives. The CMMC Technical Program Manager will report directly to The President of Team Wendy Ceradyne.

Key Responsibilities: 

• Program Planning and Execution: Develop comprehensive program plans, including scope, objectives, timelines, milestones, resources, and budgets. Lead the execution of the technical program, ensuring it meets strategic business goals.

• Risk and Issue Management: Identify program risks and issues, develop mitigation strategies, and manage them throughout the program lifecycle. Proactively communicate risks and solutions to stakeholders.

• Stakeholder Management: Engage and manage relationships with key stakeholders, ensuring program objectives align with business needs. Provide regular program updates, and manage expectations with senior leadership and cross-functional teams.

• Resource Allocation: Ensure the appropriate resources (people, budget, tools) are allocated to meet program objectives. Work with team leads and department heads to balance resource needs across projects.

• Tracking and Reporting: Track program performance and progress against established KPIs and milestones. Provide transparent reporting to stakeholders on progress, risks, and changes. Adjust program plans as necessary to ensure successful delivery.

• Change Management: Facilitate change management processes to ensure smooth adoption of new technologies, processes, or systems resulting from the program. Assist in developing training and communication plans as part of program delivery.

• Vendor Management: Collaborate with external vendors or third-party providers involved in the program. Negotiate contracts, manage deliverables, and ensure vendor contributions meet program requirements.

• Governance, Compliance, and Policy Management: Oversee the creation and maintenance of governance policies and ensure that business processes align with internal controls and industry best practices for the required technical programs. Such policies and associated processes need to ensure the organization complies with applicable legal, regulatory, and internal standards. Regularly review and update policies as necessary to reflect changing regulations or risks.  Lead efforts to monitor and evaluate compliance with frameworks to comply with US Department of Defense (DoD) security requirements, including foreign ownership mitigations, and control requirements for Cybersecurity Maturity Model Certification (CMMC) program compliance.

• Training and Awareness: Develop and lead training programs to raise awareness about the required technical programs, risk management, compliance, and governance practices. 

Required Minimum Qualifications: 

• Bachelor’s or Master’s degree in Computer Science, Information Technology, Engineering, Business Administration or a related field.
• 5+ years of experience in technical program management or a related role, preferably within a large, complex organization.
• Excellent leadership and people management skills with experience leading cross-functional teams.
• Proven track record of managing large-scale technical programs from initiation to delivery.
• Strong project management skills, with familiarity in Agile, Scrum, and other program management methodologies.
• Exceptional problem-solving skills and the ability to make critical decisions under pressure.
• Excellent written and verbal communication skills, with the ability to influence and collaborate with senior leaders.
• Experience with budgeting, resource allocation, and financial forecasting for technical programs.

Preferred/Desired Skills or Experiences:

• PMP, PgMP, or Agile certifications are highly desirable.
• Familiarity with cloud services, DevOps, AI, and automation technologies.
• Experience in managing technology programs in sectors such as defense, finance, or healthcare.
• Experience in ERP systems and/or processes
• Use of LEAN/Six Sigma methodologies to perform project specific activities supporting the project action plans including logistical and administrative duties (e.g., documenting project progress, facilitating, and leading project teams, monitoring assigned action items).

All departments particularly business development, program management, operations, sourcing, R&D/futures, and senior management

External Relationships:

Government and commercial customers, suppliers and subcontractors, consultants, and business partners

Required Training:

Candidate or position holder is expected to have the skills and prior knowledge to perform the essential duties.  Training would then focus on company specific products, customers, standard agreements, policies and procedures, including Code of Conduct, approval thresholds, Contract Review, etc.

The anticipated salary range for candidates who will work in Salem, NH is 90,000 $105,000 annually.  The final salary offered to a successful candidate will be dependent on several factors that may include but are not limited to the type and years of experience within the job, type and years of experience within the industry, education, etc.
