Responsibilities:
The Program Financial Analyst (PFA) is responsible for all program financials, including management and review of cost, funding, labor charging, and all forecasting and internal reporting. The PFA will operate as a single point of contact to the PM for all finance and accounting issues, more specifically:
Provide support to Project Managers in preparing and analyzing project financial data and other contract, projector, and business-related tasks.
Collaborate with other functional support personnel (contracts, subcontracts, HR, etc.) to assist the program manager with other complex contract, project, or business-related tasks.
Maintain contract budgets, prepares contract-billing, estimates materials, equipment, production costs and delivery schedules.
May aid project managers in overseeing facility administration and purchasing equipment and supplies related to contract requirements.
Compile with financial controls, procedures, system requirements, and forecasting techniques, as directed, to evaluate contract/program status and ensure compliance with government and customer requirements.
Monitor progress of program requirements and cost performance against plans to ensure contractual cost obligations are met.
Conduct financial analysis (variance analysis, risk analysis, profit/loss analysis, etc.).
Respond to ECPs, REAs, or new pricing requirements driven by scope change.
Qualifications:
Required:
A minimum of 7 years of related work experience to include 5+ years of program control OR financial management
Intermediate MS Excel skills such as pivot tables, filters, sumifs and Vlookups to work with large data sets to perform analysis and monthly manual spreadsheet reports in support of monthly invoice
Ability to work with multiple support functions (contracts, procurement, accounting, engineering)
A good foundation of accounting principles includes cost collection, revenue recognition, Estimate at Complete (EAC) lifecycle, invoicing, and unbilled reconciliation.
Qualifications (Desired):
Knowledge of Deltek Costpoint, SmartView, COGNOS
Experience in a matrixed organization
Financial Planning and Analysis (FP&A) experience
Experience with Firm Fixed Price (FFP) or Fixed Unit Price (FUP) contract execution

The proposed salary range for this position is:
